Laws on adult education in BiH are not harmonised. In Republika Srpska, regulations regarding adult education have been in force since the passing of the Act on Adult Education in 2008, which was amended in 2012. Aside from the Law and series of regulations of adult education in RS, a significant contribution was made by the founding of the Institute for Adult Education in RS in 2010. On the other hand, FBiH has only recently taken steps to pass the Adult Education Law of Unsko-Sanski Canton and work on the Adult Education Law of Sarajevo Canton, which is expected to be passed soon. Having in mind that education is a cantonal issue, each canton should pass these laws. A framework law on the level of FBiH would help in making the cantonal legislation similiar or identical, which eliminates the possibility of addressing the same issue in different ways, especially with regard to programs and institutions in this area of the educational sector. 



 

Lifelong learning in RS has been regulated by law since 2008, when the Law on Adult education was passed, with amendments coming into force in 2012. In addition to the Law and a series of regulations, a significant contribution  to the advancement of lifelong learning was made by the establishing of the Institute for Adult Education of RS in 2010. On the other hand are the authorities in FB&H who have only recently made some progress by drafting a Law on Adult Education in Unsko-Sanski Kanton and Sarajevo Kanton, expected to be passed soon.



 

On September 2nd, the representatives of the Institute visited a state agency that deals with educational issues. While conversing to miss. Mirela Ĺ uman, assistant director of the Agency, the educational youth leader course UMiD was presented. The basic reason to present UMiD is to meet the Agency with structural programmes of non-formal education conducted by the Institute. During the conversation, a lack of legal regulative on lifelong learning, especially in BiH, was pointed out, as basic issue in acknowledging non-formal education program.


 


In addition to presenting Institute’s activities, we were introduced to programs conducted by the Agency regarding the development of a common core for curricula, standards for student achievements and high school education.


 


 

Representatives of the Institute for Youth Development KULT attended the Regional Conference on Lifelong Learning and Non-Formal Adult Education in South East Europe, which was held from 3 until 5 October 2012, in Sarajevo. Apart from the representatives of KULT, the conference was attended by the representatives of the Regional Cooperation Council, dvv international in Bonn, Jordan, Skopje and Sarajevo, EU Delegation to BiH, European Foundation for Professional Education (ETF) in Turin, ERI SEE Belgrade, Centre for Adult Education Skopje, Second Chance Project Serbia, University of Belgrade, Ministry of Education, Science and Technology, Ministry of Education and the Vocational Education Centre in Podgorica.


The aim of the conference co-organised by dvv international and the Regional Cooperation Council (RCC) was to strengthen the social partnership for the development of the adult education sector in SEE and to support the implementation of European and international goals in this area by identifying reasonable points of intervention for regional cooperation.


A conclusion was made according to which the South East Europe has launched significant initiatives in terms of life-long learning, however this still has not been enough. In order to raise awareness of lifelong learning it is necessary to develop the best possible cooperation between the Government and lobby the authorities to recognise lifelong learning as a second chance for all generations.


In order to stress the importance of lifelong learning, in 1999, UNESCO initiated the Lifelong learning week which takes place every year from 24 until 30 September. This initiative has been launched in a number of countries on all continents in order to sensitise the public for lifelong learning, promote the culture of learning and encourage personal motivation.


A conclusion can finally be made that everyone can learn, no matter whether they are young, old, unemployed, adults, executives, lawyers, teachers or parents. It is never too late to learn!
