The Entrepreneurial Fund for Youth awarded funds for launching businesses owned by five young people in the municipality Modriča. Grant agreements were signed, amounting to a total of 30,000 BAM and this type of support is expected to contribute to developing sustainable businesses and creating jobs for youth.

“I want to thank the Kingdom of Sweden and the Institute for Youth Development KULT, because this project means a lot to us. 30,000 BAM may not seem as that much, but it means a lot to these young people. This is a small step we’re taking to keep youth in our local community. These young people are mostly interested in starting businesses in production and agriculture. It’s important that they create a job for themselves first, and then maybe for someone in their family, or other unemployed people”, said the Mayor of Modriča Municipality, Mladen Krekić.

Contracts were signed by Nemanja Vasiljević, who is planning to open a power tool repair shop, Dragan Đorđević, who will open a repair shop for office equipment, Jovica Mišić, who is planning to open a fitness center, Zoran Nikolić, who will offer maintenance and cleaning services for cars, carpets and office spaces, and Mitar Raulić, who will use the funds to increase the capacity of his bull fattening farm.

“I would like to thank the Municipality of Modriča and the Institute for Youth Development KULT for awarding these funds and helping us with registering our business, i.e. taking the first step towards starting a business. These are small businesses, and the goal is to grow and hire more people. My business will be about modern technologies, production and servicing capy machines. There is no such business in the Posavina region, so I thought of expanding my business and hiring more people”, said Dragan Đorđević, grantee.

The Entrepreneurial Fund for Youth uses joint funds of the local self-government units and the Institute for Youth Development KULT, with the support of the Kingdom of Sweden, to support the development of entrepreneurship and employment of young people from 8 municipalities and cities. The total amount of funds in the Entrepreneurial Fund for Youth is 400,000 BAM, which will be used to support 50-100 youth-owned businesses. So far, the Fund has supported businesses in the Municipality Stari Grad Sarajevo, Municipality Jajce, Municipality Novi Travnik, Municipality Centar Sarajevo, Municipality Modriča, City of Cazin and City of Trebinje.

The Information about the distribution and implementation of funds of the current budget reserve for January – December 2015 was acknowledged during the 20th session of the Committee on Finance and Budget of the Parliamentary Assembly’s House of Peoples of BiH.


The Annual Consolidated Report on the system of financial management and control for 2015 was adopted.


The Information of the institutions in BiH on the planned and implemented activities in realizing the recommendations from the report on performed audits of effect on topics: “Energy efficiency in BiH institutions”, “Expenses for court proceedings” and “Establishing public internal financial controls (PIFC) in BiH” was acknowledged. The conclusion that required the upper mentioned institutions to completely and without delay realize the recommendations of the Auditing Office of the Institutions in BiH for the stipulated audits of effect was also adopted. Also, the conclusion that the Committee on Finance and Budget requires the BiH institutions which failed to comply to the conclusions of the Parliamentary Assembly’s House of Peoples of BiH to, in relation to the reports on audit of effect entitled: “Energy efficiency in BiH institutions”, “Expenses for court proceedings” and “Establishing public internal financial controls (PIFC) in BiH” and by September 10, 2016 inform the Committee on Finance and Budget of the Parliamentary Assembly’s House of Peoples of BiH via the Auditing Office of the Institutions in BiH about the realization of the stated conclusions referring to the planned and implemented activities related to the stated audits of effect. The conclusion was also adopted that delegates the institutions in BiH to deliver the Information in the form of a table in the manner that clearly indicates: the title of the recommendation from the report, activity bearers, realization deadlines and level (the realized, partly realized, ongoing and not realized – in which instance it is necessary to state the clear reasons why the realization was not performed). In the end, it was concluded that the Auditing Office of the Institutions in BiH, upon the expiry of the deadline from the previous conclusion, delivers the Committee with complete information on implementation of the conclusion.


 

The 28th session of the Committee on Finance and Budget of the Parliamentary Assembly’s House of Representatives of BiH was held on July 27, 2016. During the 28th session of the Committee on Finance and Budget of the Parliamentary Assembly’s House of Representatives, the principles of the Proposal of the Law on Supplements and Amendments of the Law on Borrowing, Debt and Guarantees of BiH, proposed by the Council of Ministers of BiH were supported.


During the first reading, the Proposal of the Law on Amendments of the Law on Salaries and Compensations in BiH Institutions, proposed by the MP Damir Arnaut, was supported. The conclusion that requires the Council of Ministers of BiH to, by December 31, 2016, place in the parliamentary procedure the new Law on Salaries and Compensations in BiH institutions, which would resolve in a system manner the issue of salaries and compensations in BiH institutions was adopted.


The Committee postponed voicing its opinion about the Proposal of the Law on Supplements and Amendments of the Law on Excises in BiH, the Proposal of the Law on Amendments to the Law on the Indirect Taxation in BiH and the Proposal of the Law on Supplements and Amendments of the Law on Payments to the Unique Account and Distribution of Income, proposed by the Council of Ministers of BiH. The conclusion requiring the Collegium of the House to extend the deadline of 30 days for delivering the opinion on these legal proposals, as well as to deliver the opinion about the Board of Directors of the Indirect Taxation Administration of BiH about the same topic of BiH as soon as possible was also adopted.


The Information about the Office of Consideration of Appeals from July 8, 2016, was also acknowledged.


 

The 27th session of the Committee on Finance and Budget of the Parliamentary Assembly’s HoR of Bosnia and Herzegovina (PSBiH) was held on Monday, July 18, 2016. The Annual Consolidated Report on Financial Management and Control System for 2015 was adopted during the session.


The Committee also acknowledged the Information of the Central Harmonization Unit of the Indirect Taxation Agency of BiH and the Directorate for Coordination of Police Bodies of BiH on the activities conducted in realizing the recommendations from the Report on the performed audit of effect on the topic: “Establishing Public Internal Financial Controls (PIFC) in BiH Institutions”.


The Information on distributing and using the funds from the current budget reserve for the January – December 2015 time period was not acknowledged.
