What is the position of youth in the Federation of Bosnia and Herzegovina? What were the budget allocations for youth in 2015? What will they be in the following year? Are they distributed properly? 


The Federal Youth Council, the umbrella youth body in that BiH entity will focus on all these issues and other issues concerning youth in the Federation of BiH in the following period. The founding assembly of the Council will be held on Friday, 11 December, at the renovated Sarajevo City Hall with the support of the Institute for Youth Development KULT. 


The establishment of the Federal Youth Council, as the representative body of all youth was provided for in the Youth Law of FBiH that was adopted in 2010 on the initiative of the Institute for Youth Development KULT. Since then, conditions have been acquired by establishing local and cantonal Councils the representatives of which will comprise the Federal Youth Council. 


Mate Lon?ar, the President of the Youth Council of the West Herzegovina Canton, states that all is ready for the founding committee of the Federal Youth Council. "I am more than pleased. The Youth Council of the West Herzegovina Canton is ready for establishing the Federal Youth Council. In the last meeting, attended by representatives of 6 cantonal councils, we defined the Statute, and we also discussed the candidates for the managing body of the Council and progress was definitely made" - stated Mate Lon?ar. He also added that the Council will immediately start working and do all it can to finally resolve the burning issues of youth. Jasmina Keserovi? from the Youth Council of the Una-Sana Canton has a similar opinion. She claims that they are especially happy in this canton that youth in the Federation of BiH will finally have an umbrella body. "The Federal Youth Council will advocate for the interests and requirements of youth and will use an institutionalised dialogue with the authorities to resolve the accumulated problems of this population" - added Keserovi?. 


Katarina Vu?kovi? from the Institute for Youth Development KULT also agrees that there are indeed many problems. Still, she adds, the problems are not unsolvable. "The statistics present the situation of youth in BiH in the best manner. Over 65% of youth are unemployed, 27% believe that the current situation will never change and 21% expect the situation to grow even worse. In order for the situation not to worsen, i.e. to improve, youth have to be included in the decision-making processes. They have to be invited to make suggestions and be a part of the solution. That is what we will get from establishing the Federal Youth Council" - stated Katarina Vu?kovi? from the Institute for Youth Development KULT. 


The fundamental obligation of the Federal Youth Council will be to act on strengthening youth inclusion in the social life of the community and their informing. The Council will be directly involved in the processes of implementing youth strategies with the purpose of contributing to adopting and implementing youth policy and the action programmes for youth that correspond in the best manner to their requirements and issues. 


The Federal Ministry of Culture and Sports also provided support to establishing the umbrella youth body in the Federation. The Minister Zora Dujmovi? will attend the founding assembly of the Council. That type of support will be very important for youth, as they claim. "We are very pleased because the first steps were made in cooperation with the Ministry, primarily in creating the Federal Youth Strategy and then in establishing the Federal Youth Council" - concluded Jasmina Banjaluk?i?, the representative of the Youth Council of Una-Sana Canton.

The first meeting of the Working Group of the Una-Sana Canton Government for developing the Youth Strategy was held on Monday, 5 October 2015.


The procedure of developing this cantonal strategy was approved by the Government of Una-Sana Canton with a conclusion at the session in July this year, after Kenan Keserovi?, the DNZ representative at the Assembly of Una-Sana Canton, forwarded an initiative for its development in May.


With that same conclusion, the Institute for Youth Development KULT was appointed as the consulting and technical support in the process of developing the strategy. The meeting of the Working Group was attended by representatives of the Institute for Youth development KULT that presented the methodology of work to the members of the Working Group and clarified the role of the Institute in the process.


The development of cantonal strategies is conditioned by the Youth Law of FBiH youth. Katarina Vu?kovi? from the Institute for Youth Development KULT states that the Institute places a particular accent to youth participation in the process.


“We are very glad that the strategy development process is starting in this canton as well. The Institute for Youth Development KULT worked on developing around 30 local strategies in the previous period and is in the process of enacting the Federal Youth Strategy” – adds Vu?kovi?.


The purpose of enacting the Strategy is to improve the position of youth in the Una-Sana Canton through creating adequate conditions for a better and more efficient dialogue and an even more functional coordination of actors responsible for youth issues in Una-Sana Canton.


The next meeting of the Working Group for developing youth strategy is scheduled for November of this year.

 "With Youth towards a Better Tomorrow for Youth" is the title of a short film made by the Institute for Youth Development KULT to indicate to the difficult position of youth in the Federation of Bosnia and Herzegovina, but also to point to its solutions. Solutions that are not unreachable and will include the first strategic youth document being developed in the Federation of BiH - the Federal Youth Strategy.  


Adopting Youth Strategy at all levels of the Federation is conditioned by the Youth Law of FBiH that was initiated by the Institute for Youth Development KULT and adopted in June 2010. The Government of FBiH is currently in the process of developing the first strategic youth document in the entity. The process of developing the Youth Strategy is being coordinated by the Federal Ministry of Culture and Sports and the Institute for Youth Development KULT was appointed to provide expert and advisory support in the process through a decision made by the Government. 


The document should be developed by the end of the current and enacted in the beginning of the following year.

With the support of the United Nations Population Fund (UNFPA), the Institute for Youth Development KULT is celebrating the annual International Youth Day under the slogan "Get Involved!" by encouraging youth all over the world to get involved in social trends and take action to improve their position.


There are 67.1% of unemployed youth in our country, 43% of youth believe that their standard will remain the same or will worsen in the future, 85% of youth acquire information on sexual and reproductive health on television. Every 6th young person is interested in political participation in the society, and 4 out of 5 youths wish to leave Bosnia and Herzegovina.


By enacting and realising the document on Youth Policy of Republika Srpska for 2016 - 2020 and Youth Strategy of FBiH for 2016 - 2020 and with participation of all relevant actors that aim to improve actions and development of youth, a clear answer is being provided to the questions and challenges youth encounter. Symbolically, on International Youth Day, youth in our country will be introduced with the suggested solutions that will include the stated strategic documents and invite them to an active participation in their development and implementation.

A meeting of the Working Group for Developing the Draft of the First Youth Strategy of FBiH was held on Tuesday, 18 August 2015, at the Government of BiH in Sarajevo. The meeting was organised by the Coordinator of the Working Group, Mr. Salki? Adis and the meeting was attended, besides the members of the Working Group, by  representatives of the Institute for Youth Development KULT who aid members in the process of developing a draft of the Youth Strategy. 
The members of the Working Group discussed the final version of the draft at the held meeting. 
Representatives of the Institute thanked the members of the Working Group for their efforts during the whole process of developing the draft of the Youth Strategy as well as on delivering information and material necessary for developing the draft. It was especially commended that the members of the Working Group established an excellent cooperation during the process of writing the draft.

The Strategy is planned to include the following 7 areas: 



  • Work, employment and youth entrepreneurship

  • Youth education and training

  • Youth social care

  • Youth health care

  • Youth safety

  • Culture, arts and sports

  • Youth activism (participation, volunteerism and mobility)


At the end of the meeting, the draft of the Youth Strategy of FBiH and the Report on Activities of the Working Group were adopted.

FBiH youth know what they want. They have proven this by participating in "Dialogue: Youth Strategy in FBiH". Their directions were included in the preliminary draft of the Strategy that is supposed to be developed by the end of this year.

The fifth meeting of the Working Group for developing the Strategy was held in Mostar.


The members of the Working Group briefly evaluated the "Dialogue: Youth Strategy in FBiH" event at the meeting, planned future steps and the greatest section of the meeting was dedicated to the preliminary draft of the Federal Youth Strategy developed on the basis of already written matrices, analysis of states in all relevant areas and institutions and based on the recommendations of civil society organisations that participated in the Dialogue.


Particular attention was dedicated to establishing institutional liabilities for all measures in preliminary draft of the Strategy.
