The development strategies and other strategic documents of local units of self-government BiH generally recognize the need to inject funds into programs, projects, initiatives, and activities aimed at improving the position of young people. These documents acknowledge the negative trends and numerous problems faced by youth in BiH. However, research shows that local governments sometimes provide funds to youth-focused NGOs in non-transparent ways, or fund activities and projects that do not address actual needs, without monitoring and evaluating the impact of such investments. Also, local non-governmental organizations that do manage to successfully obtain grants are often underdeveloped and undercapacitated. They focus exclusively on project implementation, without investing efforts in organizational growth and development. They lack written financial and administrative procedures, some are not compliant with the relevant legal framework, and some lack a strategic plan or do not invest in upskilling their staff. Such organizations are more likely to close, which consequently leaves them unable to sustain the progress achieved in their local community.
The initiative is designed to help local governments establish and improve their systems and procedures for allocating funds to youth-focused NGOs, in ways that will make them more transparent, structured and focused on funding measurable impacts in the community. On the other hand, it helps NGOs complement their extensive grassroots experience in youth work with improved internal capacities for program and financial management, ultimately leading to faster organizational growth. Setting up a model for funding NGOs dedicated to improving young people’s lives, and investing funds in strengthening non-governmental organizations are targeted and measurable interventions that will help address problems faced by youth at the local and state level.
