The Institute for Youth Development KULT is inviting all local self-government units in Bosnia and Herzegovina to apply to the Public Call for Support in Developing Surveys and/or Draft of Strategic Youth Documents The Institute for Youth Development KULT will support selected local self-government units in developing strategic youth documents (youth strategies/youth policies).
Background
One of the key activities of the Institute for Youth Development KULT for 2019 and 2020 is supporting government institutions in Bosnia and Herzegovina implement laws regulating institutional care for youth. One of the most important measures is developing strategic documents aimed at young people, as is the legal obligation in entire BiH:

The Institute has extensive experience and a significant reference list of institutions it worked with on conducting surveys on the position of youth, writing analyses, planning, developing and advocating for the adoption of youth strategies in over 40 local communities, in 4 cantons, in both entities. In cooperation with the Federal Ministry of Culture and Sports, the Institute conducted a survey on the position of youth, and created the Draft Youth Strategy of the Federation of Bosnia and Herzegovina. The Institute also signed a cooperation agreement with the Ministry of Civil Affairs, and is planning to conduct a survey on the position of youth in BiH.
Since government institutions expressed a need for support in conducting surveys and developing youth strategies, the Institute is issuing the Public Call for Local Self-Government Units to Apply for Support in Developing Surveys and/or Draft of Strategic Youth Documents.
In addition to advisory and professional support in developing strategic documents, the Institute for Youth Development KULT will also support the selected local self-government units financially. The costs incurred while meeting all the legal requirements concerning the development of strategic documents for youth will be shared by the local self-government units and the Institute for Youth Development KULT.
Application criteria and procedures
All local self-government units that meet the criteria listed below are eligible to apply:
- Local self-government unit has enacted or is in the process of enacting a decision to develop a youth strategy/policy.
- Local self-government unit has a person in charge of coordinating the process (Youth Officer, if possible).
- At the time of applying, the local self-government unit does not have a current strategic youth document (Youth Strategy/Youth Policy) or these documents expire in 2019.
- The local self-government units will secure funds for conducting a survey and/or developing a draft strategic youth document in the amount ranging from 8,000.00 BAM to 16,000.00 BAM, depending on the funds they have available.
Local self-government units apply for taking part in the program by filling out and submitting the application. The application form for local self-government units is attached to the Call.
After signing agreements with the Institute, local self-government units will appoint a working group to actively participate in the process of developing a strategic document for youth, including taking part in working group meetings, submitting information and documentation, writing comments, conclusions and recommendations, involving youth in the process of developing the strategic document, and providing an active contribution to developing the strategic document.

- Copy of the decision to create a youth strategy/youth policy or a statement from the municipal/city mayor that the local self-government unit wants to develop a strategic youth document (one of these documents will suffice).
Deadline for submitting applications
Applications along with all the required documentation must be submitted by mail, courier mail or in person, by October 15, 2019, to:

Applications sent after the deadline and applications not submitted as described in the Call will not be taken into consideration.
Public Call outcome
After the Commission evaluates and scores all the applications, the Institute will notify all the local self-government units about the outcome of the Call.
The applications that receive positive evaluations will enter negotiations, followed by signing an agreement.
