Programski razvoj je proces kreiranja, implementacije i poboljšanja programa i usluga koje organizacija nudi. Institut za razvoj mladih KULT kontinuirano radi na programskom razvoju kroz programska partnerstva i pružanje raznih usluga. Primjeri ovih usluga su Brainobrain akademija, koja je namijenjena razvoju kognitivnih sposobnosti djece i tinejdžera, te kursevi stranih jezika koji se nude kako bi se mladima pružile dodatne mogućnosti za usavršavanje i poboljšanje znanja jezika. Kroz ove usluge, Institut nastoji podržati razvoj mladih i unaprijediti njihove vještine koje su važne za budućnost.
