Presentation of 2019 Open Budget Survey Results for BiH

Results of the 2019 Open Budget Survey for BiH were presented on July 9, 2020. The research in BiH is conducted by the Public Interest Advocacy Center (CPI Foundation) BiH received 33 out of 100 points for budget transparency in 2019, which is similar to the result from the 2017 OBS.

The Open Budget Survey is the only global, independent, comparative and fact-based survey using internationally recognized criteria to evaluate public availability of information about the budget, formal opportunities for public participation in the state budget process and the role of institutions providing formal oversight over the budgeting process such as legislative bodies and supreme auditing bodies.

The 7th cycle of OBS included BiH in the 117 countries surveys, and the results show the following:

  • BiH received 33 out of 100 points for budget transparency in 2019, which is similar to the result from the 2017 OBS.
  • When it comes to public participation in budgeting, BiH received 7 out of 100 points.
  • The OBS examines the role of legislative bodies and auditing institutions in the budget process, and their ability to provide oversight of the budget. The Parliamentary Assembly of BiH and the Audit Office of the Institutions of Bosnia and Herzegovina who jointly provide oversight over the budget process received a total of 52 points (out of 100).

Recommendations were presented along with results, aimed at improving budget transparency, strengthening the participation of the public in the budget process, and improve oversight mechanisms.

The survey helps local civil societies to work with their governments on assessing and reviewing the use of public funds and the reporting process. The first survey, now conducted every two years, was conducted globally in 2006 and in BiH in 2008.

The presentation was attended by a representative of the Institute for Youth Development KULT along with representatives of other organizations from various sectors.
