10th Session of Committee on Finance and Budget of Parliamentary Assembly’s House of People

The 10th session of Committee on Finance and Budget of the Parliamentary Assembly’s House of People of BiH was held on Wednesday, 28 October 2015. The Committee on Finance and Budget of the Parliamentary Assembly’s House of People of BiH supported on its 10th session, in the second stage of the committee, the Proposal on Amendments of Law on Salaries and Compensations in BiH Institutions, suggested by the Parliamentary Assembly’s HoR. The Committee did not support the law amendments suggested by Ljilja Zovko, the Head of Committee and a delegate in the Parliamentary Assembly’s House of People.  

After the discussion on the Proposal of Report on Considered Audit Reports of the Auditing Office of the Institutions in BiH for 2014, the Committee accepted 73 reports on audit of institutions in BiH drafter by the Office and suggested that the House of People should adopt them. The Committee also adopted and proposed to the House to adopt the conclusion that appraises the institutions evaluated with a “qualified opinion” by the Auditing Office of the Institutions in BiH. Also, the House was suggested to adopt individual conclusions of the Committee on Finance and Budget according to the considered audit reports for 2014 for the institutions that were given a “reserved opinion”, the Committee suggested the Parliamentary Assembly’s House of People to also adopt collective conclusions of the Committee according to considered audit reports for 2014.  

In addition, the Committee concluded that it was necessary to hold a meeting with the new management of the Auditing Office of the Institutions in BiH, which is in the process on being elected, in order to achieve an agreement of forms of cooperation between the Committee and the Auditing Office of the Institutions in BiH. Also, it was noted that through the stage of following the conclusions, it is necessary to compose an action plan of the audited institutions that were given an opinion with reserve as well as reserved opinion with emphasis of matter and based on the prior audit of 2015. The requirement to hold a meeting with the representatives of those institutions was also emphasized with the purpose of introducing the Committee with implementation of recommendations of the Auditing Office of the Institutions in BiH stated in the audit reports.    

The Committee also considered the information on request of the Central Election Committee of BiH for awarding budget funds from the budget of BiH institutions for 2016. Stating opinions on this information was postponed for the following session due to reviewing additional material that the Central Election Committee of BiH delivered to the Committee during the session.
