2nd Sectoral Working Group Meeting for Preparation of Sectoral Plan Document for Employment with Education and Social Policy as Part of Programming for IPA 2016-2017

After the first meeting of the Sectoral Working Group (SRG) for the sector of employment with education and social politics was held in Sarajevo in the end of 2015 as a part of preparing the Sectoral Plan Document (SPD) for the requirements of IPA 2016-2017 programming, the SRG gathered again in Banja Luka on 27 January 2016. As a continuation of the SWOT analysis developed during the previous meeting of the Sectoral Working Group, the yesterday’s meeting focused on defining the aimed results and activities necessary for their achievement and in accordance with the established priority goals of the sector. As an official member of this group, the Institute for Youth Development KULT made a relevant contribution to the activities, along with other civil society organizations, as well as representatives of the resource institutions in BiH and representatives of the donor community. 

The Sectoral Plan Document (SPD) is comprised of working documents for the requirements of IPA II programming that represent the situation in the stated sector and provide an analysis of the readiness of the sector for introducing a sectoral approach within the IPA II (first part of the document) and an overview of measures and activities required to be analysed in the time period of several years covered by the document (second part of the document). The document is a condition and basis for programming and preparing the annual national IPA programs. 

In the following period, the finalization of the Sectoral Plan Document in the area of employment with education and social politics is expected, which will include the 3rd and final meeting of the Sectoral Working Group, when the focus will be placed on precise definition of indicators and verification sources as a part of the intervention logic development. The meetings were organized with the technical assistance of the Directorate for European Integrations and with the support of the EU Delegation in BiH.
