“Safe House” as Approach towards Resolving Problem of Crime

The PROI Association organised an expert discussion on topic “Safety in the Community: the Efficiency of Comprehensive Approach”, which was held on 30 November 2015. 

The discussion is a response to the increasingly frequent occurence of heavy criminal acts in Bosnia and Herzegovina that are often committed by persons peviously known to the police and it aims to gather the key actors for the purpose of establishing expert dialogue and long-term cooperation. 

Evidently, the current mechanisms of fighting crime are not sufficient and/or adequate and the efforts of individual institutions cannot respond to the increasing requirements. The lack of cooperation between key actors in this area and  of quality analyses and estimates of the situation, additionally aggravates the process of finding more efficient solutions.

The Safe House model presents an innovative approach to resolving the problem of crime. This pilot model has been implemented in the area of Sarajevo Canton during the previous 14 months, and significant results were achieved. It is based on cooperation of experts from different areas, such as law, employment, education, health and social work, with the aim of creating individualised resocialisation programmes for criminal offenders. A similar approach has been successfully implemented in Netherlands for over 10 years. 

The participants in the expert discussion had the opportunity to express their opinion and evaluate the Safe House model, but also to provide suggestions for its improvement, expanding, sustainability and institutionalisation. 

Representative of the Institute emphasized that there is a separate section that refers to youth safety in the document of the first Youth Strategy of FBiH and that in the following 4 years there should be concrete tools for creating a safer environment for all youth and for a greater care of governmental institutions.
