8th Session of Committee on Finance and Budget of Parliamentary Assembly’s HoR

The report on audit of effect regarding the subject “Distribution and use of funds of the current reserves”, made by the Audit Office of the Institutions of Bosnia and Herzegovina was adopted at the 8th session of Committee on Finance and Budget of Parliamentary Assembly’s HoR held on Wednesday, 27 May 2015. 

With the Report, the Committee suggested to the Parliamentary Assembly’s HoR to demand the Agency for Prevention of Corruption and Coordination of the Fight against Corruption in BiH to analyse in detail the mentioned Report and ascertain whether there were any conflict of interests and elements of corruption in distribution and use of funds from the current reserves and to notify the Parliamentary Assembly’s HoR on the results as soon as possible.

It was also suggested that the Parliamentary Assembly’s HoR demands the Council of Ministers of BiH to report to the HoR on the realisation of the auditory recommendations from the Report on the performed audit on the subject “Distribution and use of funds from the current reserves”.

The Committee also suggested a resolution by which the Parliamentary Assembly’s HoR would demand the Ministry of Finance and Treasury of BiH a detailed quarterly report on distribution and use of funds from the current reserve. 

The Report on Performed Audit of effect on the subject “Accomodating professional military persons of the Ministry of Defense of BiH”, made by the Office for Audit of BiH Institutions. In relation to the Report, the Committee suggested to the Parliamentary Assembly’s HoR to adopt a resolution by which the HoR would demand the Ministry of Defense of BiH to develop and deliver an Action Plan for realising auditory recommendations of the Report on performed audit of effect on the subject “Accomodating professional military persons of the Ministry of Defense of BiH” as soon as possible.

The Committee also adopted the Report of the Audit Office of the Institutions of BiH on the activities of the Office for 2014.

The Committee postponed the declaration on the Report on work of the Procurement Review Body for 2014 and demanded the Procurement Review Body to deliver a supplement of the Report within 30 days in which it would taxatively list 408 complaint subjects to which the Office declared itself as not in charge and demanded costs of each individual purchase. Simultaneously, the Committee demanded the Board of the HoR to remove the point from the agenda on the 12th session of the Parliamentary Assembly’s HoR.

The financial report of the Audit Office of the Institutions of BiH from 1 January to 31 March 2015 was also acknowledged at the session.
