Training and certification of Youth Officers

The Institute for Youth Development KULT is implementing training courses and certification for Youth Officers engaged in youth work in city, municipal and cantonal authorities.

Youth Officers are required to continually work on professional training and development. An officer who is not in possession of a certificate, but is employed in civil service and performs the duties of a Youth Officer is required to pass the Youth Officer training course and obtain a certificate within two years.

 

The Institute plans, organises and implements the training course, and issues certificates upon completion of the basic training course and advanced training course for Youth Officers.

The basic training course qualifies the participant for expert work at a national level in youth work.

Youth Officer serves as a mediator between administrative organs and youth, and ensures the proper support for youth.

The training course programme qualifies the participant for:

  1. collaboration and professional help for youth in developing projects, founding youth associations and promoting youth work,
  2. advocating youth interests and offering youth counselling,
  3. identifying youth needs and problems,
  4. coordinating processes of establishing and implementing youth policies at relevant levels of government,
  5. coordinating among youth associations, administrative organs and the NGO sector,
  6. affirming and collaborating on implementing youth policies with all relevant subjects – public institutions in culture and sports, faculties, high schools and other youth sectors,
  7. maintaining municipal-level lists of youth associations and non-formal groups,
  8. preparing a proposal for funding and co-funding projects between youth associations and government administration,
  9. preparing reports, analyses and information on the project implementation, and
  10. other work in accordance with the Law and subordinate regulations.

The training course programme is planned and conducted in accordance with the curriculum for Youth Officers training, written by the Institute for Youth Development KULT.

The training course is comprised of elementary and advanced course. Elementary course is attended by those who match the public call application criteria in accordance with the Regulations on the procedures for training course implementation and certification of Youth Officers. The advanced course is attended by those who own the certificate from the basic training course programme with the objective of improvement and additional training. The duration of the basic training course is 120 working hours, divided into modules.

The basic training programme encompasses:

1. Five training course modules implemented by applying an interactive approach methodology from the following basic areas:

  1. Youth work,
  2. Administrative procedures,
  3. Project management,
  4. Youth policy,
  5. Communication, team work and leadership,
  6. Lobbying and public relations,
  7. Human rights and democracy.

2. Homework (practice between modules, including small civil initiatives),

3. Study visits,

4. Written exam.

The participant must be present during no less than 80% of the training course programme in order to receive the certificate.

The rights and obligations of the training course participants from FBiH, as well as the contents of the training course, are regulated by Regulations on the procedures for training course implementation and certification of Youth Officers.
