ToR for Final Evaluaton of the Project

These Terms of Reference (TOR) are for the evaluation of the Project: “Future Reviving through Youth Work and (Aspiring) Youth Leadership: Building Skills for Participatory Democracy” (hereinafter: the Project) implemented by the Institute for Youth Development KULT with financial support from Embassy of Sweden (ES). This evaluation is commissioned by the Institute and will cover the entirety of implementation of the Project.

The Final Evaluation, which is the subject of this ToR, shall assess the programme’s relevance, efficiency and effectiveness as well as the progress made towards achieving the planned objectives and outcomes through assessment of impact and sustainability prospects. The evaluation shall draw on quantitative and qualitative (e.g. focus group discussions and key informant interviews) methods. In particular, a tracer study will be conducted to explore the extent to which the project contributed to empowerment of the targeted young people to engage in the community.

The following documents should be submitted as part of the application (for individual consultants or teams):

• Cover letter to include a brief overview about which of your previous experiences makes you the most suitable candidate for the advertised position.

  • CV(s) in English containing the relevant educational and professional experience.
  • Financial proposal(with breakdown of fee on a per day basis). The financial proposal shall include a breakdown of all costs associated with implementation of this assignment.

NOTE: the financial offer cannot exceed EUR 22,500 (or the equivalent in BAM) gross.

A brief Proposal of methodology and approach to the evaluation should also prepared and submitted with the application. The proposal should in particular present the approach to reconstruction of the Theory of Change and Intervention logic and how this process will lead to definition of key evaluation questions and evaluation approaches;

Bids received after the deadline will not be considered.
