Report on Budget Execution of FBiH 2013

Yesterday, during the 42nd session of the Committee on Economic and Financial Policy of the Parliament of FBiH’s House of Representatives, the Centre for International Development of the State University New York (SUNY/CID), partner of the Institute on the project Strengthening the Governing Institutions and Processes in BiH, presented a report on the execution of the FBiH budget for 2013.

Analyses align with the fact that the Programme of the Federation of FBiH for 2013 was adopted in November of 2013, whereas the Budget of FBiH, in accordance with the Programme, was adopted in November of 2012.

Key indicators:

The budget execution decreased by 13% with respect to the Plan from 2013, and increased only by 2% with respect to the execution in 2012.

The structure of the total budget execution of 1.935,8 million KM included:

  • Taxable income (execution at 94% with respect to the plan, 65.2% of the total execution),
  • Non-taxable income (execution at 61% relative to the plan, 14.2% of the total budget execution),
  • Financing, debenture (execution at 95% relative to the plan, 20.6% of the total execution).
  • current transfers (execution at 98% relative to the plan, 47.99% of the total expenditure),  
  • debt payment (execution at 88% relative to the plan, 30.81% of the total execution),
  • employee salaries and compensations (execution at 94% relative to the plan, 10.14% of the total execution).

Execution of the total amount of expenditures decreased by 10% with respect to the plan for 2013, and increased by 6% with respect to the execution from 2012.

The Report on the execution of the budget of FBiH provides an overview of final remarks and recommendations, such as the the timely adoption of the Work Programme of the Federation of BiH, a realistic evaluation of income and expenses, higher quality macroeconomic projections, participation of the Parliament in monitoring the execution dynamic according to periodic reports on budget execution, conversion of the part of current transfers intended for the economy into interest-free loans for funding development projects, establishing a registry of transfers (grants) pursuant to the Law on State Aid.
