Institute for Youth Development KULT Is Getting Closer to Developing Youth Strategy

A third meeting of the Work Group for developing the first federal youth strategy was held on Thursday, 9 April 2015. The meeting was held in the premises of the Institute for Youth Development KULT. The meeting was organised by the Institute for Youth Developemnt KULT in collaboration with the Federal Ministry of Culture and Sports.

After the respresentatives of the Ministry and the institutions involved in the strategy development process delivered the draft versions of the matrix for developing a strategy to the consultant, the work on the first strategic youth document continued. During the meeting, the members of the Work Group had the opportunity to discuss the disadvantages of the delivered documents and work on their improvement. The consultant Yael Ohana who has rich experience in working on the topic of youth policy and contributed to writing strategic documents for many European countries was also present in the meeting.

• In the meeting, the representatives of the Ministry and the institutions involved in developing the strategy were divided into 7 groups, according to the areas of action:

  • work, employment and enterpreneurship
  • social care
  • health care
  • safety
  • culture and sports
  • activism (participation, volunteering and mobility)

The task of every group was to determin strategic statements and goals but also to define the wanted results for every area of action. Based on the defined goals and results, the members of the Work Group will continue on improving the strategy development matrices.

It was agreed on the meeting that the members of the Work Group would deliver the improved matrices by 24 April 2015.

Also, it was arranged in the meeting that the consultants and the project team of the Institute will also organise meetings with the members of the Work Group who, for previously arranged commitments, were unable to join the meeting and to provide them with advisory support regarding the methodological approach in developing strategy matrices.

According to the adopted resolution of the FBiH Government on appointing the Work Group, the partner of the Federal Ministry of Culture and Sports in developing the youth strategy is the Institute for Youth Development KULT that is a expert-advisory support to the Ministry in drafting the youth strategy document.

In order to hear those to whom the strategy relates, the representatives of the Institute for Youth Development KULT held a workshop with the representatives of the Youth Council of FBiH on Friday 10 April 2015. The consultant Yael Ohana talked with the representatives of the Youth Council about the problems and requirements of the youth in their cities and municipalities.

The representatives of the Youth Council emphasized that the greatest problem is the fact that there are no budget funds allocated for the work of the Council, as well as the poor communication with the local authorities. The unemployment issue was also mentioned and the aspiration of the youth to leave Bosnia and Herzegovina. Also, the representatives of the Youth Council discussed the process of developing the first federal youth strategy and their expectations related to the passing of the first strategic youth document in FBiH.
