Council of Ministers Given 6 Months for Providing Overview of Efficiency Audit Reports Recommendations Implementation

During the 36th session of the Committee on Finance and Budget of the House of Peoples of the Parliamentary Assembly of BiH, the members discussed the annual and financial reports and efficiency audit reports on different topics, and one proposal law. The session was held at the end of last week, and preceded the 39th session of the Parliamentary Assembly’s House of Peoples.

The session was attended by all members of the Committee, representatives of institutions whose work was included in the items on the agenda, representatives of the media and partners on the project Strengthening Governing Institutions and Processes (SGIP), including a representative of the Institute for Youth Development KULT.

The Committee discussed the following items on the agenda:

  1. Adopting the Minutes from the 35th session of the Committee for Finance and Budget;
  2. Electing the Second Deputy of the Committee for Finance and Budget of the House of Peoples of the Parliamentary Assembly of BiH;
  3. Discussion on the Proposal law on calculating salaries for public institutions’ employees in BiH, proponent: Parliamentary Assembly’s House of Representatives (first Committee stage), no. from May 20, 2014;
  4. Discussion on the Annual report and Financial reports of the Central Bank for 2013, initiated by the Central Bank of BiH, no. 01-50-19-480/14, from April 3, 2014;
  5. Discussion on the Reports on the work of the Council of Ministers of BiH for 2013, no.  01,02-50-19-660/14, from May 26, 2014, including reports on the following institutions: the Ministry of Finance and Treasury of BiH, Public Procurement Agency of BiH, Indirect Taxation Authority of BiH;
  6. Discussion on the Efficiency audit report on the topic: Pre-requisites for the efficient work of the Agency for the Prevention of Corruption and Coordination of the Fight Against Corruption, initiated by the Audit Office for the Institutions of BiH, no. 02/3-16-1-690/14, from June 3, 2014;
  7. Discussion on the Efficiency audit report on the topic: Managing temporary service contracts, and temporary and occasional service contractsin the institutions of BiH, initiative by the Audit Office for the Institutions of BiH, no. 02/3-16-1-691/14, from June 3, 2014;
  8. Discussion on the Efficiency audit report on the topic: Telecommunication solutions in BiH institutions, initiative by: Audit Office for the Institutions of BiH, no. from  June 3, 2014.

Members of the Committee adopted all the reports discussed, including the Central Bank’s Annual and Financial Report for 2013 and the Report on the work of the Council of Ministers in 2013, about the work of the Ministry of Finance and Treasury of BiH, Public Procurement Agency of BiH, Indirect Taxation Authority of BiH.

All efficiency audit reports wee accepted with the included recommendations and conclusions in which the Committee suggests that the Parliament’s House of Peoples instruct the Council of Ministers of BiH and the audited institutions, to inform the Committee within six months about all the planned and implemented activities aimed at complying with the recommendations given in the reports, and inform the Audit Office for the Institutions of BiH about all activities performed.

The Proposal law on calculating salaries for public institutions’ employees was not adopted because it had not received a positive opinion from the Ministry of Finance and Treasury, although it had the support of the House of Representatives.

Mr Mehmed Brdari? was unanimously elected as the Second Deputy of the Committee.
