23rd Session of Commission for Finance and Budget of the BiH’s Parliamentary Assembly’s HoR Held

On Monday, May 23, 2016, the 23rd session of the Commission for Finance and Budget of the House of Representatives of PSBiH. During this session, in the second commission stage, the Commission supported the Proposal law on supplements and amendments of the Law on funding of political parties, which was tabled by members of the House of Representatives of PSBiH.

During the discussion on the Proposal law on supplements to the Public Procurements Law in the first commission stage, proposed by representative Damir Be?irovi?, a conclusion was adopted requesting the Public Procurement Agency to act within the competencies stipulated in Article 92, paragraph 7 of the Public Procurements Law and submit their opinion about this Proposal law to the Commission.

The Commission returned the Report on the work of the Complaints Office for 2015 to its creator, with a conclusion instructing the office to submit the aforementioned report in accordance with the legally required procedure, i.e. to submit a harmonized Report on the work of the Complaints Office for 2015 to the PSBiH, instead of a preliminary draft. 

Having discussed the Information provided by the Ministry of Finance and Treasury about the enforcement of the Regulations on the use of phones, Regulations on the use of funds for representation and Regulations on procurement conditions and use of official vehicles in the institutions of BiH, and the institutions’ request to amend and supplement the regulations, the Commission supported the conclusions on the aforementioned information adopted by the Council of Ministers of BiH.

Upon discussing the Information provided by the Ministry of Finance and Treasury about issues regarding the enforcement of Article 39 of the Law on Salaries and Fees in BiH Institutions, and the Conclusion adopted during the 28th session of the House of Representatives, held on April 27, 2016, the Commission determined that there is no vagueness regarding the enforcement of the aforementioned article, and concluded that every article must be consistently enforced within the existing legislation.
