16th Session of Committee on Finance and Budget of Parliamentary Assembly’s HoR

The 16th session of Committee on Finance and Budget of the Parliamentary Assembly’s HoR of BiH was held on Monday, 23 November 2015. The Report on performing the Budget of the BiH institutions and international obligations of BiH for the time period from January to June 2015 was acknowledged at the session. 

The Report on performed audit of efficiency on topic: “Establishing Public Internal Financial Controls (PIFC) in BiH Institutions” was also adopted. Also, the proposal of the conclusion that will be addressed to the Parliamentary Assembly’s HoR was also adopted, in which the Council of Ministers of BiH and the Central Harmonisation Unit and the BiH Institutions included in the reporting of audit of efficiency will be required to report the Committee on the planned and undertaken activities in realising recommendations from the Report within 6 months and to introduce the Auditing Office of the Institutions in BiH with the undertaken activities.   

The Financial report on performing the Budget of the Auditing Office of the Institutions in BiH for the time period from 1 January to 30 September 2015 was also acknowledged.

The Committee acknowledged the additional Report of the Auditing Office of the Institutions in BiH related to regulating the appendix relating to police officers as well as the Annual Plan of the Auditing Office of the Institutions in BiH for 2015/2016. In accordance with this Annual Plan of the Auditing Office of the Institutions in BiH on which the efficiency audit will be conducted are the following: planning the budget in BiH institutions, the demining process, public procurement procedure in institutions, measures and procedures for conducting rescue in disaster cases, managing strategic decisions.

The Information on the demand of the Central Elections Committee of BiH for awarding funds from the Budget of BiH institutions for 2016 was also acknowledged. These funds will be used to invest in the new voting boxes since the old ones are outdated, along with other equipment for improving the elections process. The Committee adopted the conclusion with which it demands the Council of Ministers of BiH to, during the development of the Proposal of Law on Budget of Institutions of BiH and international obligations of BiH for 2016, take into consideration the demand of the Central Elections Committee of BiH. 

The Committee members acknowledged the conclusions of the Joint Committee for Administrative Affairs of the Parliamentary Assembly related to implementing the recommendations of the Auditing Office of the Institutions in BiH in the Report on Financial Audit of the Parliamentary Assembly of BiH for 2014.
