24. Session of Joint Committee for Economic and Financial Development of the House of Representatives of PFBiH

The 24. session of the Joint Committee for Economic and Financial Development of the House of Representatives of the Parliament of FBiH was held on Wednesday,  March 19, 2014. The session started at 12 and finished at 1:30 pm.

 

The Committee had a quorum and numerous representatives of relevant ministries, proponents of different regulations (Federal Ministry of Transport aqnd Communications, Federal Ministry of Energy, Mining and Industry) and guests, including a representative of the Institute for Youth Development KULT, participated in the session.

 

The agenda of the session contained the following items:

 

1. Adoption of the transcript from the 23rd session of the Committee;

 

 

2. Proposal of the Law on Determination and Manner of Settlement of Domestic Debt of FBiH;

 

3. Proposal of the Law on Protection of Consumers – Users of Financial Services;

 

4. Draft law on amendments and supplements to the Law on financial consolidation of public entreprise Railways of the FBiH, Ltd. Sarajevo for the period between January 1, 2008 and December 31, 2012;

 

5. Proposal of the decision to adopt the Public companies subsidies – Transfer to FBiH Railways allocated to the Federal Ministry of Transport and Communications; in the FBiH Budget for 2014;

 

6. Proposal of the decision to adopt the Fund expenditure programme Public companies subsidies  – consolidation of coal mines in FBiH allocated to the Federal Ministry of Energy, Mining and Industry in the 2014 FBiH Budget;

 

7. Proposal of the decision to adopt the Fund expenditure program for funds allocated to the Federal Ministry of Energy, Mining and Industry in the 17th Budget allocation of FBiH for 2014 – Financial property expenditures – Other domestic borrowing;  

 

8. Proposal of the decision to adopt the Fund expenditure programme of the 17th Budget allocation of FBiH for 2014 to the Federal Ministry of Energy, Mining and Industry, in the FBiH Budget for 2014 – Financial property expenditures – Other domestic borrowing – Guarantee fund for incentivising export-oriented companies;

 

9. Proposal of the decision to adopt the Fund expenditure programme of the 17th Budget allocation of FBiH for 2014 of the Federal Ministry of Energy, Mining and Industry – Current transfers and other current expenditures – Subsidies for public enterprises and Subsidies for private enterprises and entrepreneurs. 

We were most interested in the proposal for an incentive loans programme in the field of energy, minin and industry, provided by the UNION bank, at 0.9% interest rate and a 60 instalments plan, with the the possibility of the bank waiving the last few instalments if the previous ones were paid regularly. 5.5 million in incentive funds are allocated to government and private companies in the field of energy, mining and industry that have paid their taxed and have at least 40 employees.

On the occasion of the financial consolidation of public enterprise Railways of the Federation of BiH, Ltd, Sarajevo, members of the Committee proposed that the relevant Ministry send a plan of financial recovery and restructuring with a timeline to the House of Representatives of the Federation of BiH.

Proposals of laws and decisions on all items of the agenda were approved by the Committee and unanimously passed.
