Isto?na IlidĹľa Municipality Developing New Youth Policy

Around 42% of youth in Isto?na IlidĹľa would move abroad permanently, 39% would leave for a longer period if they had a chance, and 14% took concrete steps to leave the country, according to a survey conducted by the Institute for Youth Development KULT for the purpose of developing a youth policy for the Municipality of Isto?na IlidĹľa. Results of this survey were presented during a meeting of the working group in charge of developing this youth policy.

The Municipality of Isto?na IlidĹľa has been continuously adopting and implementing youth policies, in order to improve the lives of their youth and give them reasons to stay.

Reasons why so many youth are willing to leave their homeland are work abroad (60%), studies (51%) and permanently settling abroad (58%).

Results of the survey showed that around 15% of youth in Isto?na IlidĹľa leave the education system after completing 4 years of high school, i.e. they do not enrol in colleges or universities.

According to the 2016 Labour Force Survey, the unemployment rate for youth aged 15-24 in RS is 52.3%, and according to research, 68% of youth more or less have jobs outside of their profession. 

More than half of young people in Isto?na IlidĹľa directly witnessed or are aware of bribery and individuals paying for a job.

Most youth would gladly start their own business, but they would need support from the get-go.

Only 6% of youth have their own house/apartment, and 87% live in houses/apartment owned by their parents.

Youth are mostly very unsatisfied with the support they get from local communities in organizing sporting events. It is also concerning that 8% of youth visit betting shops/casinos once a week, 9% does so 3-5 times a week and 7% every day.

The main goal of the survey was collecting information about the position of youth and their problems, which will be used in developing the youth policy of the Municipality of Isto?na IlidĹľa, pursuant to the Law on Youth Organizing of Republika Srpska. The youth policy 2018 – 2022 is currently in the process of being developed.

A youth policy is a document developed by Republika Srpska and local self-government units, in order to improve the position of youth and address the problems they face. This document contains clearly defined program goals, mechanisms and deadlines for implementation, competent institutions and organizations, partners and the necessary funds and sources of funding, all in line with clearly defined areas of interest to youth.
