3rd Session of Committee for Finance and Budget of Parliamentary’s Assembly’s House of Representatives

On Tuesday, January 27, 2015, at 11:00, the Committee for Finance and Budget of the House of Representatives of the Parliamentary Assembly of BiH (PSBiH), during which the members delayed providing an opinion on the principles of the Proposal law on amendments to the Law on salaries and contributions in the institutions of BiH, proposed by the Club of representatives of SBB BiH. It was concluded that the Council of Ministers of BiH and the Ministry of Finance and Treasury are to submit their opinion on the Proposal, after which the Committee will provide their opinion on the proposed law.

The Committee acknowledged the Report on budget execution of the institutions of BiH and the international obligations of BiH for the period between January and June of 2014. The inquiry by Commission member Dušanka Majki? regarding a certain number of persons in the High Judicial and Prosecutorial Council of BiH and the Prosecutor’s Office of BiH funded through donations instead of the budget of BiH, and the manner in which they are recorded, will be forwarded to the Ministry of Finance and Treasury of BiH.

The Committee adopted the report on efficiency audits on the topic of “Costs of court proceedings”. The Audit Office of the Institutions of BiH briefly presented the most important sections of the report regarding the insufficient number of corrective activities, the high rate of losses in lawsuits against the institutions of BiH, with the recommendation that the judiciary reform include measures for improving this particular segment, while avoiding costs, which increase each year.

The Committee also adopted the report on efficiency audits on the topic “Air traffic control in BiH”.

The Committee acknowledged the Action Plan of the Ministry of Finance and Treasury, as recommended by the Audit Office of the Institutions of BiH, based on the Report on the efficiency audit on the topic “Managing temporary service contracts and temporary and occasional service contracts”. 

The Committee adopted the Report on the work of the Committee for Finance and Budget of the House of Representatives of the Parliamentary Assembly of BiH for 2014.
