The 11th session of Committee on Finance and Budget of the Parliamentary Assembly’s House of People of BiH was held on Monday, 9 November 2015. In the first reading, the proposal of Law on Converting Loans from Swiss Francs to Convertible Marks, proposed by the MP Mario Karamati?, was supported.
The Committee members accepted the Report on Implementing the Budget of Institutions in BiH and international obligations of BiH for 2014 and proposed to the House of People to adopt the Report.
The Report on Financial Audit of Report on Implementing the Budget of Institutions for 2014 was also accepted. With this report, the Committee members have proposed the House to enact the Conclusion by which the Parliamentary Assembly’s House of People of BiH demands the Council of Ministers of BiH to perform a detailed analysis of the content of the audit report for 2014 and to develop and deliver the Action plan to the House of People within 90 days with clearly defined tasks, persons liable for activities and deadlines to realise the audit recommendations in the Report on Implementing the Budget of the Institutions in BiH for 2014. The conclusion according to which the Parliamentary Assembly’s House of People demands the Council of Ministers of BiH and the Presidency of BiH to deliver to parliamentary procedure a Proposal of the Law on the Budget of the Institutions in BiH and International Obligations of BiH for 2016 in a legally designated deadline was also adopted. It was suggested that the Parliamentary Assembly’s House of People of BiH enacts the Conclusion according to which it obliges the Council of Ministers of BiH to engage in developing or amending the existing procedures that strengthen surveillance, control procedures and public expenditure and all in the spirit of the reform Agenda of BiH for the time period from 2015 to 2018 and with the purpose of rationalising public expenditure.
The Information on demand of the Central Election Committee of BiH for awarding funds from the Budget of the Institutions in BiH for 2016 was also acknowledged. The Committee adopted the Conclusion in which it recommends the Ministry of Finance and Treasury of the Council of Ministers of BiH to consider the request of the Central Election Committee of BiH in developing the proposal of Law on Budget of the Institutions in BiH.
