Institute for Youth Development KULT held a Conference entitled Keeping in Step with the Youth Laws of BiH, at the Hotel Bristol (Fra Filipa Lastri?a 2, Sarajevo), on 22 April, at 14.00 hours.More than 120 invitees attended the Conference, including Salmir Kaplan, Minister of Culture and Sports of the Federation of BiH, Damir Marjanovi?, Minister of Education, Science and Youth of Sarajevo Canton, and Mr. Jens Wagner who attended the Conference on behalf of the German Embassy in BiH. The conference participants were representatives of all levels of government, international institutions and organisations, Youth Councils/Committees for Youth and the media.This Conference centred upon examples of good practice concerning the enforcement of the two Youth Laws of BiH, activities conducted by the Youth Councils/Committees for Youth, their role and the influence they exert as umbrella youth associations in BiH. According to the findings of a survey carried out by the Institute for Youth Development KULT, the establishment of Youth Councils/Committees for Youth has changed the local communities' and the local authorities' attitude towards youth in 43.5% of cases. This is only one of many other indicators which shows how important the establishment and the sustainable functioning of Youth Councils/Committees for Youth are, along with the fact that the Youth Councils/Committees for Youth bring together more than 3,000 young people in BiH.




Instead of reaching the conclusions of this Conference, the members of the Youth Councils/Committees for Youth have prepared an official statement which is as follows:


 


"Youth Councils or Committees for Youth are umbrella youth organisations based on voluntary membership of youth organisations. We are legitimate representatives with nearly 750,000 young people in BiH of which 30,000 are actively engaged in the field of youth work. We represent youth interests at all levels of government. As such, we are advocating the improvement of youth position in all spheres of social life, primarily in terms of enforcing the already adopted strategies and youth laws, and in terms of passing new ones aimed at enhancing youth status in BiH. The fact that more and more of us, young people, are leaving our hometowns and that no one shows any interest in making us stay is unacceptable. We expect public authorities to find solutions, in an effective manner, so as to provide us with better education opportunities, new jobs that will enable us to start our own families. We expect them to ensure a better social status and a better health care concept. What we need is more practice based concepts in schools and colleges so as to be capable of doing our jobs. We need more space for young people to express our own potentials, we need programmes of greater quality in the field of culture and sports. What we want to highlight is the need for more tangible and intangible support, i.e. separate allocations in the budget for us, young people. We expect public authorities to recognise Youth Councils/Committees for Youth as partners with whom they will be pursuing goals and improving youth position."

Institute for Youth Development KULT cordially invites you to attend the conference "Keeping in step with the Youth Laws of BiH" which will be held at the Hotel Bristol Sarajevo, on 22 April 2013, at 14.00 hours.


During the conference, examples of good practice concerning the implementation of the two Youth Laws in BiH will be presented, the Ordinance on institutional cooperation with Youth Councils/Committees for Youth will be promoted, and Youth Councils/Committees for Youth will be introduced as umbrella youth associations. The discussion will also revolve around the following topics:


-     - Youth laws as the guidelines for responsible youth care


      - Legal obligations of government institutions in practice


      - Forms of cooperation between local authorities and youth associations and Councils/Committees


The conference participants will be representatives of public authorities, international institutions and organisations, youth councils/committees for youth and the media. Following the conference, the representatives of youth councils/committees for youth will get the opportunity to introduce themselves to the stakeholders during the lunch time.

On 9 March 2013, the Founding Assembly of the Youth Council of Gra?anica Municipality was held at the youth centre ANEA in Gra?anica. The Youth Council comprises the following youth associations: UM Velika djeca Orahovica, UM Sijedi krš Babi?i and UM Storm Gym. During the Assembly, the Statute was adopted and the members of the Managing Board were nominated. Mr. Muharem Šehi? was elected President of the Managing Board.


The Assmebly Meeting was attended by the guests representing the Youth Council of Srebrenik and Lukavac Municipalities, representatives of the youth organisations UM Pibave JUNAJ, UG Anea and UM Stari grad Soko, and Mr. Mirza HodĹľi?, Youth Officer of Gra?anica Municipality.



 

The Youth Council of Una-Sana Canton was established as the second Cantonal Youth Council on 11 March 2013, which proves that young people are ready to assume their role in the society. This Youth Council consists of: the Youth Council of Cazin Municipality, Youth Council of Velika Kladuša Municipality, Youth Council of Bosanska Krupa Municipality, Youth Council of Klju? Municipality and Youth Council of Sanski Most Municipality. The main goals and objectives of the Council incorporate coordination of the efforts pursued by the municipal Youth Councils in this respective Canton, engagement of young people in social life of the community and representation of their interests.


During the Assembly, the Statute was adopted and the members of the Managing Board were nominated. Mrs. Emina Sivi? was elected President of the Youth Council. Mr. Admir Hadžipaši?, President of the Assembly of Una-Sana Canton, supported the establishment of the institutional structure of youth representatives.



 

On 22 February 2013, the Founding Assembly of the Youth Council of Srebrenik Municipality was held at the premises of the Cultural Centre in Srebrenik, and it was attended by the representatives of the following youth associations:



  • Omladinski pokret Rebus Srebrenik

  • UM Ljiljan Lisovi?i

  • UM Zefir Srebrenik


During the Assembly, the Statute of the Youth Council of Srebrenik Municipality was adopted and the members of the Managing Board were nominated. Mrs. Alma Muratovi? was elected President of the Managing Board and the Youth Council.


The Youth Council of Srebrenik Municipality is the 35th council established in accordance with the Youth Law of FBiH.
