A new strategic document is underway thanks to the partnership between the Municipality of Vogošća and the Institute for Youth Development KULT. This strategy will define the municipality’s approach to youth policy and ensure structured, long-term support for young people in the area.
The Youth Strategy 2026–2031 and its accompanying Action Plan will be the third such document developed by the Municipality of Vogošća, which developed its first Youth Strategy back in 2011.
The Institute for Youth Development KULT will lead the entire strategy development process in close cooperation with the relevant municipal department, alongside contributions from institutions and experts in education, employment, security, and social and health care. The active involvement of youth organizations and young people will ensure the process is inclusive and transparent, leading to solutions that truly reflect young people’s needs. It will also help foster greater awareness of the importance of youth organizing, participation in decision-making, activism, mobility, and access to information.
The strategy’s overarching goal is to help the Municipality develop sustainable mechanisms that empower young people to take an active role in the social, cultural, educational, and economic life of their community. By signing a Cooperation Agreement, the Municipality of Vogošća and the Institute for Youth Development KULT have reaffirmed their shared commitment to building a local climate of support and investment in youth.
The next step in the strategy development process is a survey on the position and needs of young people in the community, which will be conducted by the Institute. The results of the survey will inform the development of strategic programs and activities targeting the identified needs and problems of young people in this community. It will also lead to new opportunities for young people.
The Vogošća Municipality is supported in developing the youth strategy through the project “Designing, Developing and Adopting Youth Policies”, which is funded by the European Union and implemented by the Institute for Youth Development KULT in partnership with the Regional Youth Cooperation Office (RYCO), the Youth Council of the Federation of Bosnia and Herzegovina, the Network of youth centers for animation, development and training of Republika Srpska (M.O.C.A.R.T.) and the Association of Secondary School Students in BiH.
