On January 5, 2014, the Municipality of Bosanska Krupa published a public call for funding youth startups in Bosanska Krupa, as part of a programme which is being implemented by the Municipality of Bosanska Krupa in cooperation with the Institute for Youth Development KULT. 




The programme aims to improve and strengthen the mechanisms for supporting youth entrepreneurship in local communities and creating jobs through providing financial and advisory support to young entrepreneurs who are starting their own business, and providing youth with an opportunity for personal growth through volunteering.


All natural persons are eligible, whether individually or in teams, provided that at the time of the application they are not considered entrepreneurs, even if they previously were. All persons of legal age may apply, provided that they are not older than 35, that their registered place of residence is in Bosanska Krupa, and that they have an interesting business idea they want to implement by starting their own business on the territory of the Bosanska Krupa municipality.


The idea must be presented in the form of a business plan, in any area except trade and hospitality industries (unless the idea is original and related to tourism and domestic products), and the business must be started in Bosanska Krupa.


The Municipality of Bosanska Krupa will be funding 2 startup businesses with 2,500.00 BAM each.


In order to contribute to meeting the aforementioned goals, the Institute for Youth Development KULT will provide the municipality with professional and technical support during the process of publishing the public call, selecting the business plan and monitoring the implementation.


All those who are interested in applying are invited to attend an instruction session in the Cultural Centre in Bosanska Krupa, on January 9, starting at 10 am, during which they will learn about all the details concerning the programme and obtain information on how they can apply and implement their ideas.


The call will remain open for 30 days, and close on February 4, 2015. The public call is published on the Municipality's website, along with the application form and an example of a completed form.

Financial support offered by the Municipality of Gra?anica to startup businesses is not just about competition, but aims to encourage youth to start their own businesses.


The organisation of these goals is undertaken by the Municipality of Gra?anica pursuant to the strategic documents of the Municipality. This programme defines the details such as right to participation, organisation of the contest and the manner in which the best ideas will be selected, as well as signing contracts for those who decide to proceed with the implementation of the business plan they submitted.

This activity is being implemented with the advisory and technical support of the Institute for Youth Development KULT as part of the "Youth Employment Project" of the Swiss government.


 

The Institute for Youth Development KULT held initial meetings with the municipalities participating in the initiative Youth startup businesses funded by local communities. As part of the initiative, which aims at promoting self-employment as the most sustainable and resilient form of employment, the local communities will provide financial support for youth startup businesses, and in cooperation with the Institute, provide the young entrepreneurs with advisory support in starting and running their own business.  


The Institute's representatives held meetings in the following municipalities: Gra?anica, Vlasenica, Novi Travnik, Kakanj, Isto?no Novo Sarajevo, Isto?na IlidĹľa and Bosanska Krupa.


The meetings were held in order to discuss the details relating to publishing the public call, the number of funded startups, ensuring the transparency of the selection process and awarding funds, active participation of employment bureaus as intermediaries, and involving successful entrepreneurs from the primary sector in the process of creating the criteria and evaluating applications.


All local communities participating in the project will be provided with a model for funding startups, created by the Institute by committing to paper the practices of Tešanj Municipality, which recognised self-employment as an important step towards addressing youth unemployment, and has been successfully providing young entrepreneurs with financial and advisory support for 4 years.


Public calls for funding youth businesses are expected by the end of December, after which the local communities, in cooperation with the Institute, will begin the second stage of the initiative - providing youth with support in implementing their business plans and running sustainable startups.

The financial support provided by the Isto?na IlidĹľa Municipality is aimed at encouraging youth to start their own businesses. The implementation of these activities is undertaken by the Isto?na IlidĹľa Municipality pursuant to strategic documents of the Municipality. Who is eligible?



All natural persons are eligible, whether individually or in teams, provided that at the time of the application they are not considered entrepreneurs, even if they previously were. All persons of legal age may apply, provided that they are not older than 35, that their registered place of residence is in Isto?na IlidĹľas, and that they have an interesting business idea they want to implement by starting their own business on the territory of the Isto?na IlidĹľa municipality. Participation of teams of several young people is expected and encouraged. A business plan has a better chance of succeeding if it has relevant and realistic indicators of success. One team, or an independent applicant can apply with more than one business idea. The same person cannot be a member two teams, nor apply both independently and as a team.



Who is not eligible?




Persons over the age of 35 are not eligible. Incomplete applications of applications sent after the deadline will not be taken under consideration.


What type of idea can be presented in the form of a business plan?



The idea must be presented in the form of a business plan, pertaining to any area except trade and hospitality industries (unless the idea is original and related to tourism and domestic products), and the business must be started in Isto?na IlidĹľa. The idea should be presented in the form available for download at www.istocnailidza.net .



The business idea must be marked with a code, which will be submitted in a sealed envelope also containing the name of the participant. The applicants have the sole responsibility for the originality of the idea. The evaluation committee will evaluate the business plan in accordance with the determined criteria. Advantage will be given to unemployed applicants, team applications, with the proviso that the quality of submitted applications is approximately the same (up to 5%).




Stage 1


The public call will be open from December 25, 2014 to February 10, 2015.



Stage 2


The results of the public call will be published by February 17, 2015, followed by interviews and the final decision on signing the contract.




Stage 3


The contract will define the rights and obligations of the Isto?na IlidĹľa Municipality and the applicant.




Confidentiality of the submitted business plan



In order to protect all applicants and prevent the misuse of confidential information in the business plans, members of the evaluation committee, employees of Isto?na IlidĹľa Municipality and other persons included in implementing this programme are bound by obligations of confidentiality.




Support provided by the municipality




The Municipality will also provide an instruction session during which all candidates will be given instructions on completing the application form and will have an opportunity to ask additional  questions. The session will be held in the hall of the Isto?na IlidĹľa Municipality, beginning at 11 am. other sessions will be held as needed. Isto?na IlidĹľa Municipality will provide financial support to one successful business by covering the registration expenses, part (or entire amount) of the rent cost for the first three years, and part (or entire amount) of contributions to healthcare and pension funds. If a business plan is considered viable, but the author is not willing to implement it, such a plan will be offered to others who may be interested in implementing it, and the author of the plan will be reimbursed. The Isto?na IlidĹľa Municipality will refer all other applicants with successful business plans to alternative funding sources.

This activity is being implemented with the advisory and technical support of the Institute for Youth Development KULT as part of the "Youth Employment Project" of the Swiss government.



 

The Youth Employment Project (YEP), with the support of the Swiss Agency for Development and Cooperation (SDC), provided support in the development of a network of job clubs, which by October 1, 2014 helped 3062 young person, 1050 of which have found employment (34%). Additional 2000 youth were employed through other project activities. 


The demystification of the process of counselling in employment was the central topic of the 6th Youth Employment Forum which was held on November 13, 2014, starting at 12:45, in the Meeting Point cinema in Sarajevo. The forum is held as part of the film festival “Pravo ljudski”, and consisted of two segments: a showing of Les règles du jeu, an award-winning French film, and the World Caffee workshop which will include the following discussions:


1. How to help the unemployed (individual counseling)?


2. How to approach those who are discouraged and unmotivated (group counseling)?


3. What do youth want (creating expectations)?


In his introductory speech, Mr Ranko Markuš, Director of GOPA Representative Office in BiH stated: “During the forums, we try not to spin tales, because all the tales in this country have already been spun. We try to reach concrete conclusions and work on their implementation. During the first forum we brought together all actors from the area of employment to see what each of them can do. During the second forum we agreed on implementing a startup fund in Tuzla Canton, worth 350.000 BAM, and a web application for developing business plans. During the third forum, we discussed ways of increasing the number of opportunities for women, joined forces with other SDC-funded projects and actively worked on re-qualification resulting in jobs for more than 300 youth. We provided info packages through which over 1000 pieces of information were shared, and then used by hundreds of youth, we established cooperation with ProCredit Bank within the Young Banker programme. During the fourth forum we agreed to intensify our efforts on developing opportunities for youth, and agreed on the implementation of local initiatives – over 400.000 BAM was invested in almost 500 jobs for youth. During the fifth forum we searched for solutions for addressing the crisis caused by the floods, and we can say that Switzerland is the biggest individual donor. Today, we are endeavouring to strengthen the advisory role, which has been introduced in the employment services of Republika Srpska and Sarajevo Canton, with our help.


The Youth Employment Project (YEP) with the support of the Swiss Cooperation Office of the Embassy of Switzerland in Bosnia and Herzegovina, through select bureaus and Job Clubs, has been working continuously on developing the advisory segment of public employment services. The conclusions from the forum will also be used as material for future activites of public employment services aimed at youth.


YEP is organising youth employment forums in order to prioritise the problem of youth unemployment. So far, 5 forums have been organised, and YEP and the institutions of BiH have invested significant funds in their implementation.
