On Wednesday, February 11, 2015, the second meeting of the Working group for writing the draft text of the youth strategy was held at the Institute for Youth Development KULT. The meeting was organised by the Ministry of Culture and Sports - the coordinator of the process of developing the strategy - and the Institute as the expert consultant of the Government of BiH during this process. 


During the meeting, members of the Working group were provided with statistics in the area of youth policy in Europe and the world. The meeting was in the form of a training on methodology and included discussions on the legal grounds for passing a youth strategy in FBiH, the process of developing the document, the methodology and the most frequent mistakes regarding the discreteness of a policy and a strategy. 


The groundwork for developing the strategy was the survey on the problems and needs of youth in FBiH, presented in a document called Towards a Youth Policy: Survey on the Position and Needs of Youth, created by the Federal Ministry of Culture and Sports and the Institute. It was pointed out that the process of developing the document consists of conducting a detailed analysis of the problem, the causes and consequences, defining strategic goals, desired results and framework measures, consolidating strategic goals for each area, determining the competent institutions and writing the draft of the document. The Working group agreed on their task and the timeframe.

Members of the Working groups were learned about activities planned for the following period. The next meeting is expected to be in the form of a study visit to the Republic of Croatia, more precisely the Ministry of Social Policy and Youth and the Croatian Youth Network. The study visit is planned to be organised in the first half of March.   


 

On January 28, 2015, Assistant Federal Minister of Culture and Sports and the coordinator of the process of developing the first federal youth strategy, Mr Adis Salki? held the first meeting with the members of the Working group for developing the working text of the strategy. the first meeting of the Working group was held in Sarajevo, in the building of the Government of FBiH, at 12 am.

During the meeting, Assistant Federal Minister of Culture and Sports, Mr Adis Salki? told the members about their tasks and the methodology that will be used in developing the strategy. Members of the Working group, after consulting with the institutions they work for, will submit first drafts containing strategic goals in their areas of expertise to the Federal Ministry of Culture and Sports, by February 22, 2015 at the latest. They also agreed on holding a meeting with the chosen consultant, who will provide them with advisory support, between February 10 and 12, 2015. 


Representative of the Institute for Youth Development KULT, Rejan Igor Roi?, presented the members of the Working group with the results yielded by the Survey on the position and needs of youth in FBiH, conducted by the Institute in cooperation with the Federal Ministry of Culture and Sports and with the strategic documents of youth policies in other European countries. All of the aforementioned materials were sent to the members of the Working group. The members were also told about the process of founding the federal Youth Council as the umbrella youth organisation in FBiH, and the Council for Youth of FBiH, comprised of representatives of the ministries and the federal Youth Council. 


According to the decision adopted by the Government of FBiH on appointing the Working group, the Institute for Youth Development KULT will be acting as partner to the Federal Ministry of Culture and Sports in the process of developing the first youth strategy, by providing expert and advisory support in developing the working text of the youth strategy.


 

During their 140th session, held on November 20, 2014, the Government of FBiH acknowledge the information submitted by the Federal Ministry of Culture and Sports regarding the forming of the Working Group for developing a youth strategy, pursuant to the Youth Law of FBiH. The Government of FBiH instructed ministries and institutions to submit the names of their representatives in the working group engaged on developing the Youth Strategy. 


Pursuant to this Decision, during their 147th session, held on January 8, 2015, the Government of FBiH adopted the Decision on appointing the Working Group for developing the working text of the Youth Strategy for FBiH.

 The Working Group is required to submit to the Government of FBiH the working text of the Youth Strategy for FBiH by April 30, 2015.


According to the Decision adopted by the Government of FBiH on appointing the Working Group, The Institute for Youth Development KULT is a partner to the Federal Ministry of Culture and Sports, and will provide them with expert and advisory support in the process of developing the working text of the Youth Strategy. 


 

The Agreement of Cooperation between the Federal Ministry of Culture and Sports and the Institute for Youth Development KULT, was signed on the premises of the Federal Ministry of Culture and Sports. This Agreement solidifies the dialogue between the two partners, aiming to solve the issues of the youth sector and implementing regulation of the Law on Youth. 



 

During the 140th regular session, held in Sarajevo, October 20, 2014, the Government of FBiH adopted the information provided by the Federal Ministry of Culture and Sports regarding the forming of the Working group for developing the Youth Strategy, pursuant to the Youth Law of FBiH. 


The Government instructed the ministries and other government institutions to deliver a list of the names of their representatives to be appointed as members of the Working group for developing the FBiH Youth Strategy, within 7 days and acting within their competencies. After appointing the representatives, the Federal Ministry of Culture and Sports is required to provide the Government with a proposal of the Decision on the forming of this working group, within 15 days.* 


As a brief reminder: the Federal Ministry of Culture and Sports, in cooperation with the Institute for Youth Development KULT, worked on developing the Survey on the Position and Needs of Youth in BiH, available for download here. The initiative sent to the Government by the Federal Ministry of Culture and Sports is one of the activities implemented as part of the cooperation between the Ministry and the Institute, pursuant to the Cooperation Agreement signed on April 16, 2014, in the offices of the Ministry. 


The conclusion of the Government of FBiH and the forming of the working group will constitute another significant step towards fulfilling legal obligations concerning youth issues. Through the forming of a working group the Ministry and the Institute will continue with the implementation of planned activities, primarily with the training for the working group representatives.
