Youth of FBiH require better legislative, a better access to information and greater budget funds in all areas. These were just some of the conclusions during the dialogue "Youth Strategy in FBiH" that was held during the last two days between representatives of the Working Group for Developing Youth Strategy of FBiH and representatives of about 80 non-governmental organisations addressing youth, youth associations and Youth Councils. The conclusions of the dialogue will be used to create the first Youth Strategy in FBiH.

During the last two days a dialogue was held between relevant institutions and organistions in 7 different thematic fields:


Work, employment and youth enterpreneurship


Youth education and training


Youth social care


Youth health care


Youth safety


Culture and sports


Youth activism (participation, volunteering and mobility)

Youth unemployment is one of the greatest issues of the category, as in BiH, so in FBiH, as well. The research conducted by the Institute for Youth Development KULT indicated to Bosnia and Herzegovina as the country with highest youth unemployment rates in Europe (67.1%). That is why youth demand the increase in budget allocations for youth self-employment. They demand the transparency of all processes and a better communication between institutions. There is a lack of practical classes in employment, they state. There is also a lack of informal education and a life-long learning process. The representatives of youth claim that in the field of social care there is a highly discernable discongruency at all levels in FBiH which, they add, creates implications that all youth of FBiH do not have equal rights. They demand the socially threatened youth to be enabled scholarships, to be partly or completely freed of paying tuition and to create conditions for better youth social care. As for health care, the fundamental problem is, as the participants concluded, the lack of formal and informal education of youth about healthcare - regarding health but also regarding the rights and options of youth in the field. 


Youth lack confidence in police and justice bodies - is the conclusion of youth that focused on the issue of safety, and those involved in the "Culture and Sports" group emphasized that budget funds have to be increased for the area and that the two items - culture and sports, have to be observed separately. Finally, it was concluded that the Youth Law of FBiH and Law on Volunteering of FBiH are insufficiently implemented. As a consequence, youth in FBiH are insufficiently active. In order to improve the position of youth, it is necessary to establish a Youth Council at a federal level, they state.


Organisers of the event "Dialogue: Youth Strategy in FBiH" are, as they claim, very pleased with the accoplished. "We are especially pleased that youth participate in developing the first strategic document intended for them. These conclusions will hopefully, by the end of this year, be the basis for designing the first Youth Strategy of FBiH", emphasized Katarina Vu?kovi? from the Institute for Youth Development KULT.


Adopting Youth Strategy, at all federal levels is conditioned by the Youth Law of FBiH that was initiated by the Institute for Youth Developemnt KULT and that was adopted in June 2010. FBiH Government is currently in the process of developing the first strategic document for youth of the entity. The process of developing the Strategy is being coordinated by the Federal Ministry of Culture and Sports, and the Institute for Youth Development KULT was designated to provide expert-advisory support in the process by a resolution of the FBiH Government.  


Even those who did not participate in the two-day dialogue may take part in developing the Strategy by stating their opinion HERE.

A ceremony of opening "Dialogue: Youth Strategy" was held today. It is the first public event organised by the Working Group for developing the Strategy, in order to perform consultation and open dialogue with relevant organisations in FBiH youth sector and with youth.

The dialogue was opened by Mrs Zora Dujmovi?, Federal Minister of Culture and Sports, Mr. Jasmin Beši?, Executive Director of the Institute for Youth Development KULT and by Dr. Doina Bologa, the Director of United Nations Populations Fund (UNFPA).


Around 80 non-governmental organisations dealing with youth issues, youth associations and Youth Councils will participate during the two days of the dialogue.

The document, as the Minister Zora Dujmovi? emphasized, will not be a purpose in its own. That is precisely why, she claims, a vast number of organisations and associations has been gathered. All for the purpose of jointly finding the best solutions for youth. The issue of youth has to be the issue of all the ministries and institutions that include working with youth as a part of their jurisdiction. Youth Strategy has to be the key document that will gather a set of measures and activities of governmental youth policies – added Zora Dujmovi?, the Federal Minister of Culture and Sports.


Jasmin Beši?, Executive Director of the Institute for Youth Development KULT, emphasized, in context of youth issues in BiH, that youth laws suggested by KULT, and adopted by FBiH Parliament, are not enough to improve the position of youth. As he added, they simply enabled both the authorities and youth to organise and distribute their roles better.


Youth Policy that is brought with no youth participation is no good policy. That is why today we invited all the interested organisations and individuals to state openly what kind of surroundings they wish to live in so as to include their suggestions in a document that will later on be obligatory for the authorites. By developing the strategic document of supporting the youth we are one step closer to measures that are visible for the youth and that will enable a more quality lifestyle, not in some country in western Europe, but here – concluded Jasmin Beši?, the Executive Director of the Institute for Youth development KULT.


As the greatest benefit of the event, Doina Bologa, the Director of United Nations Population Fund (UNFPA), emphasized the inclusion of youth in the process of creating the Strategy. I greet the vast efforts of the organisers, youth representatives, ministries and all the organisations involved. The aim of these events is to promote dialogue between different non-governmental organisations but also between non-governemtal organisations and representatives of authorities. The Analysis of States and Requirements of Youth in FBiH was conducted in 2013 by the Federal Ministry of Culture and Sports and by the Institute. The document was the basis for developing the Strategy. For understanding the position of youth and adopting a quality document of Youth Strategy, Working Group of FBiH Government that creates it has opened a dialogue with the addressees of the Strategy – youth of FBiH.

A third meeting of the Work Group for developing the first federal youth strategy was held on Thursday, 9 April 2015. The meeting was held in the premises of the Institute for Youth Development KULT. The meeting was organised by the Institute for Youth Developemnt KULT in collaboration with the Federal Ministry of Culture and Sports.


After the respresentatives of the Ministry and the institutions involved in the strategy development process delivered the draft versions of the matrix for developing a strategy to the consultant, the work on the first strategic youth document continued. During the meeting, the members of the Work Group had the opportunity to discuss the disadvantages of the delivered documents and work on their improvement. The consultant Yael Ohana who has rich experience in working on the topic of youth policy and contributed to writing strategic documents for many European countries was also present in the meeting.

  • In the meeting, the representatives of the Ministry and the institutions involved in developing the strategy were divided into 7 groups, according to the areas of action:



    • work, employment and enterpreneurship

    • social care

    • health care

    • safety

    • culture and sports

    • activism (participation, volunteering and mobility)




The task of every group was to determin strategic statements and goals but also to define the wanted results for every area of action. Based on the defined goals and results, the members of the Work Group will continue on improving the strategy development matrices.

It was agreed on the meeting that the members of the Work Group would deliver the improved matrices by 24 April 2015.


Also, it was arranged in the meeting that the consultants and the project team of the Institute will also organise meetings with the members of the Work Group who, for previously arranged commitments, were unable to join the meeting and to provide them with advisory support regarding the methodological approach in developing strategy matrices.


According to the adopted resolution of the FBiH Government on appointing the Work Group, the partner of the Federal Ministry of Culture and Sports in developing the youth strategy is the Institute for Youth Development KULT that is a expert-advisory support to the Ministry in drafting the youth strategy document.


In order to hear those to whom the strategy relates, the representatives of the Institute for Youth Development KULT held a workshop with the representatives of the Youth Council of FBiH on Friday 10 April 2015. The consultant Yael Ohana talked with the representatives of the Youth Council about the problems and requirements of the youth in their cities and municipalities.

The representatives of the Youth Council emphasized that the greatest problem is the fact that there are no budget funds allocated for the work of the Council, as well as the poor communication with the local authorities. The unemployment issue was also mentioned and the aspiration of the youth to leave Bosnia and Herzegovina. Also, the representatives of the Youth Council discussed the process of developing the first federal youth strategy and their expectations related to the passing of the first strategic youth document in FBiH.


 

FBiH Government is currently in the process of developing the first strategic youth document in FBiH. The process of developing the Youth Strategy is being coordinated by the Federal Ministry od Culture and Sports. The Institute for Youth Development KULT was appointed by the resolution of the FBiH Government to provide support in the process of developing the FBiH Youth Strategy. The contribution of the Institute to the FBiH Government in the process of developing the Strategy refers to expert-advisory support.

Together with the Institute, the Federal Ministry of Culture and Sports has performed an Analysis of states and requirements of youth of FBiH in 2013, based on which the process of developing the strategy began. For the purpose of understanding the position of youth and developing a quality document of Youth Strategy, the Working Group of FBiH will open a dialogue with stakeholders at a two-day event "Dialogue: FBiH Youth Strategy" in order to hear the opinions and suggestions for this document of relevance for youth in FBiH. 


The two-day event "Dialogue: FBiH Youth Strategy" is intended for youth organisations and civil sociaty organisations that focus on youth and youth councils for the purpose of establishing a dialogue for developing a federal youth strategy.


The event will gather aroud 80 participants from relevant organisations and institutions in order to establish a dialogue about the youth strategy.

On 5 March 2015, the members of the Working Group for Developing Youth Strategy of FBiH held a study visit to the Republic of Croatia. The study visit was organised by the Institute for Youth Development KULT in collaboration with the Federal Ministry of Culture and Sports. The aim of the study visit was to exchange experiences in making and implementing youth strategy and to gain insight into the difficulties of strategy implementation. During the study visit, the members of the Working group met with the representatives of the Ministry of Social Policy and Youth of the Republic of Croatia as well as with the repesentatives of the Croatian Youth Network.  


The first meeting was held in the Ministry of Social Policy and Youth where the members of the Working Group met with the assistant of minister Hrvoje Sadari?, the chief of Sector of Social Policy and Policy of Children, Youth and Family, Dubravka Maruši?, and the manager of the Department for the Youth, Morana Makovec. The representatives of the Ministry introduced the members of the Working group with the processes of making of three National Action Programmes for the Youth and pointed to the significant differences between the processes of their development.

    • During the process of drafting the first strategic document for the youth  from 2003 to 2008 a working group was formed, made out of 25 members amongst whom were scientists, representatives of the state management bodies as well as 6 representatives of youth associations. A campaign was initiated, entitled Uklju?i se (Become Involved)  as well as many information desks that aimed to inform the youth, but also were an excellent mechanism that enabled feedback on the needs of the youth. The first National Action Programme for the Youth entailed no evaluation, which was changed later on, so as to underline the influence of such an important document.  

    • During the process of drafting the second National Action Programme for the Youth from 2009 to 2013, with a Conclusion brought by the Government of the Republic of Croatia, a Youth Council has been established as an interdepartmental advisory body of the Government with the task of participating in the development of the public youth policies. The representatives of the ministries and youth associations participate in the body.

    • During the process of drafting the third National Program for the Youth from 2014 to 2017, on the scientists' initiative, a research was conducted for the first time regarding the needs, problems and potentials of the youth on a sample of 2000 examinees. Also, a public counseling was held with the interested public where online consultations were open for 30 days and all those interested could present their problems and suggestions. There is an implementation programme made annually for the action programme for every institution. An obligatory external evaluation was brought. The evaluation is conducted immediately before the end of the strategy period, so that certain corrections can still be made in the final months. The represetatives of the Ministry believe that the process of drafting the third National Programme for the Youth has enabled the highest degree of youth participation so far. 




During the meeting at the Ministry, the members of the Working Group from FBiH presented the activities that have been accomplished so far with particular emphasis on the significance of the analysis of problems and needs of the youth that was the starting point for making The Youth Strategy of FBiH. Besides, the Law on Youth in FBiH was presented along with the positive changes it caused. The significance of the municipal levels of government, that have many responsibilities in implementing the Law, was especially underlined.  


The second meeting was held in the facilities of the NGO Zelena akcija with the representatives of the Croatian Youth Network. The Croatian Youth Network is an alliance of 69 NGOs of and for the youth that functions as an umbrella youth organisation of the Republic of Croatia. The president of the Board of the Croatian Youth Network, Marko Boko, and the head of the youth policy programme, Petra Pekica, discussed with the members of the Working group about the advantages and disadvantages of the Draft of the Law on Youth in the Republic of Croatia and underlined that they consider that the non-governmental sector in the Republic of Croatia is still not ready to implement such a law. Also, the representatives of the Network emphasized their significance in the process of developing the international youth programmes.

During their visit, the members of the Working Group for Developing Youth Strategy of FBiH had the opportunity to listen to many examples of good experiences that they can use in their further work. At the moment, the representatives are working on designing the strategic goals and results they wish to accomplish within their institutions in the following period, that will be the text of the future Youth Strategy. To remind, the Institute for Youth Development KULT is in charge for the advisory and technical assistance in the process of developing the Strategy according to the decision of the Government of FBiH.
