Representatives of the Institute for Youth Development KULT visited the Ministry of Civil Affairs of Bosnia and Herzegovina. They discussed the activities of the Institute with Minister Adil Osmanovi? and indicated to the necessity of developing the policies and strategies that will solve the accumulated youth problems in BiH.


As emphasized during the meeting, representatives of the Institute are satisfied with the previous cooperation with the governmental sector but they believe that it requires a more intense engagement. It is about time to start resolving the issues of youth who live in a country with high unemployment rates and wish to permanently leave the country – stated representatives of the Institute for Youth Development KULT.

As concluded during the meeting, in order to resolve the issues that the population of youth has to face in BiH, it is necessary to strengthen the dialogue between youth organizations and governmental institutions and their partnership.


Minister Osmanovi? emphasized that he supports the activities of the organizations that gather youth and supported the initiative on establishing a more intense cooperation between the governmental and the non-governmental sector, especially in implementing youth policies at all governmental levels in BiH.


 

The 1-day event entitled “Dialogue: Una-Sana Canton Youth Strategy” during which the Working Group of the Una-Sana Canton Government started the dialogue with youth, civil society organizations focusing on youth issues and youth councils in order to hear opinions and suggestions of all interest parties was held in Biha?, on April 12, 2016.


The ceremony of opening the event was performed by the Una-Sana Canton Prime Minister Izudin Sara?evi?, with the support of the Cantonal Minister of Education, Culture and Sports Adis Muharemovi?.


As Minister Muharemovi? emphasized during his introductory address, the Ministry is prepared to work on developing, adopting and implementing the document in the following period.

The event was attended by representatives of relevant institutions and organizations and the topics of the conversation revolved around different areas that were the subject of the future strategy:


• Youth work, employment and entrepreneurship


• Youth education and science


• Youth social care


• Youth health care


• Youth safety


• Culture and sports


• Youth activism (participation, volunteering and mobility)


Una-Sana Canton Youth Council used its participation in the dialogue to demonstrate the importance of the role of cantonal assemblies in developing strategic documents for youth and the results of the dialogue will be included in the draft of the Una-Sana Canton Youth Strategy.


The Youth Strategy is the first strategic youth document in Una-Sana Canton and the Una-Sana Canton Government previously appointed the Working Group members for its development. The Institute for Youth Development KULT is appointed to provide professional and advisory support in the process of developing the Strategy.

Representatives of the Institute for Youth Development KULT signed a cooperation agreement with the Youth Council of FBiH. Based on the signed agreement, the Youth Council of FBiH with the support of the Institute will advocate for a full implementation of the Youth Law and all other law and bylaw youth-related provisions. This agreement simultaneously indicates to conducting all the necessary activities in establishing the Youth Council of FBiH.


As Katarina Vu?kovi? from the Institute for Youth Development KULT emphasized, signing of the agreement is just another step in promoting the Youth Strategy of FBiH and represents a concrete support to youth in FBiH. Hopefully the Youth Council will continue to work transparently and that they will be the “eyes and ears” of youth, i.e. that they will listen and communicate their requests to authorized institutions – added Vu?kovi?.

The basic responsibility of the Youth Council of FBiH is to act on strengthening the youth inclusion in the social life of the community and their informedness, so, as the Youth Council of FBiH President Mate Lon?ar states, signing this type of agreement is an additional incentive for an even better work of the Council and conducting additional activities for the purpose of improving the position of youth.


The Federal Youth Strategy is expected to soon be presented to the Government of FBiH for consideration and the Youth Council will be directly involved in the Strategy implementation processes for the purpose of contributing towards adopting and implementing the Youth Policy and the Action Program that correspond best to the requirements and issues of youth.


Establishing the Federal Youth Council, as the representative body of all youth, is stipulated in the Youth Law of FBiH that was adopted in 2010 on the initiative of the Institute for Youth Development KULT.


The Youth Council of FBiH was founded in December 2015 and is comprised of 6 cantonal youth councils.

Federal Minister of Culture and Sports Zora Dujmovi? visited the Institute for Youth Development KULT and toured the Educational-Leisure Center for Youth SPAJALICA in IlidĹľa. 


The Minister discussed numerous current youth issues in FBiH with representatives of the Institute. Particular emphasis was placed on the activities that the Institute is realizing in cooperation with the Ministry. 


One of the topics discussed in the meeting was the implementation of the Policy on Procedures of Training and Certifying Youth Officers, according to which the Institute will be conducting the Youth Officer Training in 2016 as well.

During the meeting, the Youth Strategy was also discussed, which will be adopted soon, and which aims to improve the youth position by creating adequate conditions for a better and more efficient youth work in FBiH, for their associations and coordination of actors responsible for all youth issues.


Youth Strategy is being enacted in FBiH for the first time and for the time period 2016-2020, and 19 members from 18 FBiH institutions participated in developing the Draft. 


Minister Dujmovi? emphasized that the Ministry will support the NGO projects that aim to improve the position of youth in the following period as well and that it is working daily on further steps necessary to adopt the Federal Youth Strategy and on a more efficient work of the Youth Council of FBiH.

The training for the Una-Sana Canton Working Group in charge of the process of developing the Youth Strategy in the Canton was conducted in Biha?. 


It is commendable that the Working Group has managed to take several important steps since the beginning of December last year, when a cooperation agreement was signed in the process of developing the Strategy between the Institute for Youth Development KULT and the Una-Sana Canton Government. The analyses of states in the youth sector in institutions have already been conducted, and potential strategic goals of the Youth Strategy were also discussed. 


In addition to the Working Group members, the training was attended by representatives of the Una-Sana Canton Youth Council and the Institute for Youth Development KULT that has been providing the expert and advisory support in the process.

The purpose of enacting the Strategy is to improve the position of youth in the Una-Sana Canton through creating appropriate conditions for a better and more efficient dialogue and an even more functional coordination of actors responsible for youth issues in the Canton. 


The Strategy relates to the 2016-2020 time period and it will be created based on the results of research on the condition and requirements of youth. 


The Una-Sana Canton is one of the first cantons that approached to developing the Strategy, which also employs various interest parties that will offer solutions through concrete and swift measures.

The Federal Youth Council was established today in Sarajevo. The statute was adopted along with the managment. Mate Lon?ar was elected as President and Mensur Seferovi? was appointed as President of the Assembly. Mirela Geko was appointed as the Secretry of the Federal Youth Council.

Mate Lon?ar, the newly elected President of the Federal Youth Council, stated that he is very pleased that an umbrella youth body was finally established in this BiH entity. "We will work in the best possible manner and try hard, and I am certain that our efforts will not be for nothing. We wish to cooperate with the govenmental institutions and communicate with youth. We will invest our efforts and it will defintely be worth it" - stated Lon?er in his address. 


The primary responsibility of the Federal Youth Council will be to act on the strengthening of youth inclusion in the social life of the community and informing youth. The Council will be directly involved in the processes of implementing youth strategy with the aim of contributing tp adopting and implementing youth policy and youth action programmes that correspond in the best manner to youth requirements and issues. The establishment of the Federal Youth Council as the representative body of all youth is provided in the Youth Law of FBiH that was adopted in 2010 on the initiative of the Institute for Youth Development KULT. 


Jasmin Beši?, the Executive Director of the Institute for Youth Development KULT stated that youth have demonstrated that through hard work they can reach their aspiring goals. "They demonstated that they are strong enough to be a reliable partner of the authorities in implementing the urgent reforms that will discourage youth from the idea that there is no perspective future here. Through inclusion in all governmental bodies and all governmental programmes concerning youth, the Youth Council of FBiH will become a recognisable partner in decision-making, by advocating solutions that will alleviate youth problems it will present itself as a fighter for youth rights, and though its horizontal and vertical hierarchy it will reach every young person in every local communty" - concluded Beši?.  


The founding assembly was attended, among others, by Zora Dujmovi?, the Federal Minister of Culture and Sports. She thanked youth for the invitation to, as she stated, the ceremony of establishing the Federal Youth Council, and congratulated on the establishment. "It is a pleasure for me to be present here today. Thank you for inviting me and I would like to express my particular gratitude to all those who contributed in reaching this goal. The Federal Ministry of Culture and Sports focuses on the youth issues and it s a fact that we will do plenty in strengthening the youth sector. We will work on the welfare of youth in the sense that our support will not fail in the areas of particular importance for youth" - emphasized Zora Dujmovi?, the Federal Minister of Culture and Sports, in her address. 


The attendants were also addressed by Vladimir Pandurevi? from the EU Delegation in BiH. He reflected on youth leaving Bosnia and Herzegovina and emphasized that everyone have to work together to improve the youth position in our country. "There are many ways in which we can improve the position of that population, and the European Union advocates to establish a system that would enable youth to reach their potentials" - stated Pandurevi?.
