According to 2018 estimates of the Federal Bureau for Statistics, there are 8,206 young people living in Visoko. Youth account for 21% of the total population of the City of Visoko. On Monday, October 21, 2019, the Working Group for developing the youth strategy for Visoko held their second meeting. 

Like most communities in BiH, Visoko is facing a constant increase in the number of young people leaving. Results of the survey on the problems and needs of young people in Visoko, conducted for the purpose of developing a youth strategy, showed that 31% of youth in Visoko are very interested in temporarily or permanently leaving to live abroad, for various reasons, and 29% are somewhat interested. Youth in Visoko mostly live in apartments/houses they do not own, most often with parents. Only 11% of young people are married, and 9.5% have children (most have only one child). 

The analysis of the gathered data revealed the problems youth consider important. Now, the main task is defining priority areas and planning concrete activities to address the problems. These are the following steps settled on during the second meeting of this Working group.  

According to the Youth Law of FBiH, a youth strategy is a government document outlining a program approach to youth work, defines the problems and needs of young people, strategic course of action, goals and measures for implementing the goals defined in the strategy.

The strategy is a local document, and the Working Group is responsible for writing the text of the strategy, with the Institue providing consultancy support in the process. The strategy is being developed with the support of World Vision BiH.

The meeting was attended by the coordinator of strategy development Amra Omerbegović, and chairpersons and members of working groups tasked with preparing and coordinating sub-tasks in the strategy development process. Working groups were formed to provide input on labor, youth employment and entrepreneurship, education, healthcare, security, activism, culture and sports, and social care for youth.

Formal and informal groups of youth in the City of Bihać now have a representative body. The Council of the City of Bihać was founded during the founding assembly held on 21 February, 2019. This is an umbrella youth organization of youth in the City of Bihać, and was founded in accordance with the Youth Law by three youth organizations: mountain biking club “Daj krug”, Student’s Union of the University of Bihać, and the Association of Law Students.

Enis Čelebić was elected President of the Youth Council, and Šejla Kulenović is the Vice President. President of the Assembly is Belmin Fajić, and President of the Supervisory Committee is Adnan Mektić.

The Youth Council of the City of Bihać will represent and advocate for the interests of formal and informal groups of youth in the City of Bihać, conduct joint youth projects, build dialogue with government institutions in order to improve the position of youth, and include youth in the process of making decisions relevant to youth in the City of Bihać.

The Youth Council’s goals are:

  • improving the involvement of youth in the social life of their community,
  • cooperation between Youth Council members and the local administration,
  • promotion of youth work,
  • popularising and raising awareness of the importance of youth work and approach to youth,
  • improving the quality of life for youth in the City of Bihać,
  • organising conferences, professional seminars, counselling sessions, lectures, itd,
  • developing strategic documents and operational programs pertaining to youth work,
  • organising public debates, developing analyses and proposals for improving the position of youth,
  • cooperation of the Youth Council with other municipal youth councils, and youth councils at higher levels.

The initiative “Get involved, connect and improve your community!” implemented by the Democratic Youth Organisation Velika Kladuša provided advisory, technical and financial support to the founding organisations, including the organisation of today’s founding assembly. The initiative was also supported by the Institute for Youth Development KULT.

A comprehensive survey is necessary to analyze the needs and problems of young people - this is the conclusion made during the first meeting of the Working Group for developing the City of Visoko Youth strategy 2020-2023, held on Thursday, 11 July 2019 at the Visoko City Administration.

One of the goals is mapping examples of good and bad practice, and suggesting efficient, realistic and implementable solutions and goals. The Institute for Youth Development KULT will provide support in the process of developing the strategy.

The first meeting was used to define the steps to be taken in order to examine the problems of young people in Visoko, and arrange for a quantitative and qualitative analysis of the needs and position of youth, all intended to steer the future strategy towards offering concrete solutions and activities.

The development of the Action Program for youth of the City of Sarajevo is well underway. Research is being conducted on youth needs and problems, and the Working Group for developing the Action Program held their second meeting.

This meeting, held at the Institute for Youth Development KULT, included a presentation of the legal grounds and a discussion of processes within the City Administration of the City of Sarajevo and the preliminary steps the Service took to form this Working Group.

The discussion focused on previous steps made in the process of developing the document, and members of the Working Groups received their first task – analyze the situation in the services and municipality when it comes to youth issues, and the existing programs and priorities in different segments.

The Institute is currently conducting research in the field on young people’s opinions, preparing for desk research, and the Working Group is analyzing the position of youth in institutions.
