 About Project

During 2014, Bosnia and Herzegovina was affected by natural disasters that caused devastating floods and landslides that destroyed the infrastructure, houses and business resources in 78 municipalities of Republika Srpska, Federation of BiH and Brčko District, causing displacement of around 60,000 citizens. As a response to the consequences of floods in BiH, international actors, as well as individuals and firms, provided significant funds to aid the citizens. Simultaneously, directing the aid to citizens and firms in danger, which is the liability of public institutions, is conducted slowly and is faced with many obstacles. 

Institute for Youth Development KULT will, together with partnership organisations from all over BiH, form an OCD Brana Network that will analyse processes of recovery after the floods and follow open public discourse on the effects of the renovation as well as the responsibilities of institutions and other actors involved. The monitoring and public discourse process will be conducted with the use of IT technologies.  
For the project requirements, a special website will be developed that will offer all the latest information related to identifying the projects of the renovation process, degree of their implementation, photo and video materials, media headlines/images and area for online communication between individuals, organisations, decision-makers (online forum), as well as an interactive map with review of renovation projects and their status in all target municipalities.

Thus, the citizens that suffered damage will be involved along with decision-makers (civil society, media, donors, the government, business sector representatives) in order to contribute to the transparency of the renovation process, primarely by keeping the public informed and involved, thereby reducing the area for data manipulation and misuse of funds. 

Goals

To contribute to the transparency of the recovery process of flooded areas and thereby to strengthen the total transparency and responsibility of public institutions in BiH, of the private sector and of donors.  

To develop the OCD Network and improve the capacity of involved OCDs to gather and analyse information related to realisation of donations for renovation after the floods, and through including citizens and other stakeholders in monitoring, public debates, online forums, photo presentations and online comments.  

To actualise the issue of responsibility in the process of renovation after the floods by informing the citizens on the efficiency of implementing the renovation projects in flood-devastated areas.
